About the Conference

United Nations Convention on the Law of the Sea (UNCLOS), 1982 is the hallmark of the success of multilateralism for the last 40 years having 167 member countries plus European Union. Often touted as the ‘Constitution for the Oceans’, it lays down rules and regulations governing the oceans seeking to minimize the oceans-use-related conflict between nations and fostering cooperation among nations for smooth trade and economic activities.

The key issues dealt with by this ‘umbrella convention’ includes maritime delimitation, maritime security, protection of the marine environment, marine research, dispute resolution process, access of oceans to landlocked countries, and institutional arrangement to oversee the implementation of the UNCLOS mandate.

During the Third UN Conference on the Law of the Sea (1980-1982) when UNCLOS was drafted, the Indian Representative at the UN remarked that it, “… symbolizes the hopes and needs of the developing countries…’. Developing countries through Group of 77, contributed to the creation of the Exclusive Economic Zone (EEZ) and the establishment of the International Seabed Authority to regulate the exploitation and use of deep-sea resources bolstering the concept of treating seabed and ocean floor and subsoil beyond national jurisdiction as Common Heritage of Mankind.

Despite several successes and achievements, there are certain issues like environmental degradation, biodiversity loss, protection of human rights at oceans, delineation of the continental shelf beyond 200 nautical miles, etc. which have not been adequately addressed under UNCLOS.

This international conference hopes to bring together academic and industry experts from around the world to discuss and deliberate on the achievements and failures over the last 40 years and the future relevance of UNCLOS.

The international conference is also timely in bringing together experts from developing countries to delve and deliberate on the prospects of the UNCLOS.
