Ministry of External Affairs (MEA), New Delhi has invited applications for 01 Consultant (Legal) in the Integrated Finance Division (IFD) on a contractual basis, aimed at mid-career law graduates with strong procurement/contract and infrastructure-facing legal experience.
Post overview and tenure
The engagement is for one Consultant (Legal) at MEA Headquarters/attached MEA office locations in New Delhi (including South Block/Jawaharlal Nehru Bhawan and other MEA buildings mentioned in the notification). The consultancy is initially for 2 years, with the possibility of extension based on performance, mutual willingness, and requirement, and it can be terminated by either side with one month’s notice (or one month’s pay in lieu thereof).
This is a full-time contractual role with normal working hours stated as 0900–1730 hrs (subject to change), and the consultant cannot accept any other professional appointment during the term of engagement.
Nature of duties (what you will work on)
MEA’s IFD role is not courtroom litigation; it is finance-linked legal work supporting government decision-making on contracts and procurements. As per the notification, key duties include:
- Analysing proposals received by IFD and giving recommendations.
- Vetting/examining proposals related to procurement and contracts/agreements, including legal inputs on implementation of contracts/agreements.
- Providing legal inputs on contracts, arbitration matters, and related issues.
- Coordinating with other stakeholders and performing any other task assigned by the Head of the Division.
Eligibility criteria
Nationality and age
- Applicant must be an Indian national.
- Age must be above 27 years and below 45 years as on the last date of submission of application.
Educational qualification
- Must possess LL.B. from a university with a NAAC rating of at least A+.
Experience (core requirement)
- Minimum 5 years post-LL.B. experience.
- Out of this, at least 2 years should involve dealing with financial and legal matters associated with procurements and contracts, in companies or government departments engaged in the infrastructure space.
Desirable qualification
- Post-LL.B. specialization in contract law or corporate law is listed as desirable.
Remuneration, leave, and entitlements
The remuneration package is stated to be commensurate with experience/profile, subject to a maximum of ₹2 lakh per month (₹24 lakh per annum), with deduction of applicable taxes. The consultancy is strictly contractual and does not confer benefits like PF, pension, gratuity, medical attendance, seniority, promotion, etc., and no HRA is admissible.
Paid leave may be allowed at the rate of 1.5 days per completed month of service, with limits on accumulation and with discretion reserved to the Head of Division (including the rule that leave generally cannot exceed 10 days at a time). If travel is required as part of duties, the Ministry will cover travel, accommodation and per diem at par with an Under Secretary in MEA.
