Job Opportunity: Para Legal Volunteers At District Legal Services Authority, Darrang

Table of Contents

District Legal Services Authority (DLSA), Darrang has invited offline applications for empanelment of Para Legal Volunteers (PLVs), with the last date to submit the prescribed application to the Office of the Secretary, DLSA Darrang being 20 January 2026.

PLVs are community-level volunteers created under the National Legal Services Authority (NALSA) PLV Scheme to act as intermediaries between common people and legal services institutions, so legal aid and legal awareness reach people “at their doorsteps.” The scheme emphasizes that PLVs are not meant to function like lawyers; rather, they assist in legal awareness, counselling for simple disputes, and connecting eligible persons to DLSA/TLSC services such as legal aid, mediation, and Lok Adalats.

NALSA also clarifies that advocates are generally not to be engaged as PLVs, and selection focuses on compassion, willingness to serve, and the ability to help marginalized and weaker sections.

Eligibility: who can apply?

As per the DLSA Darrang notice, candidates can be chosen from a wide set of community categories, including:

  • Teachers (including retired teachers).
  • Retired government servants and senior citizens.
  • MSW students and teachers.
  • Anganwadi workers.
  • Doctors/physicians.
  • Students and law students (till they enrol as lawyers).
  • Members of non-political, service-oriented NGOs/clubs.
  • Women neighbourhood groups, Maithri Sanghams, and other self-help groups (including marginalized/vulnerable groups).
  • Educated prisoners with good behaviour serving long-term sentences.
  • Widows of deceased defence personnel; ex-servicemen or their dependents; spouses/adult children of serving defence personnel.
  • Any other person whom DLSA deems fit as a PLV.

Separately, the NALSA PLV Scheme notes that PLVs should be literate (preferably matriculate) with overall comprehension and a mindset to assist the needy.

What PLVs typically do (work profile)

Under the NALSA Scheme, trained PLVs are expected to:

  • Create legal awareness, especially among weaker sections, about rights, duties, and available legal remedies.
  • Guide people to approach DLSA/TLSC for legal aid and help connect them to Lok Adalat/mediation/conciliation for dispute resolution.
  • Keep watch on injustice or legal transgressions in their area and promptly inform legal services institutions.
  • Help ensure legal assistance for arrested persons and support victims (including facilitating victim compensation awareness under Section 357A CrPC).
  • Assist with legal aid clinics/front offices and help in organizing micro legal literacy camps.

The scheme also notes that PLVs may receive honorarium for days of engagement and reimbursement of reasonable expenses, but the work is fundamentally voluntary and not a regular salaried employment.

Selection, training, and engagement structure

The NALSA Scheme provides that PLV selection is done by a District-level committee chaired by the Chairman, DLSA, with the Secretary as a member, and selection may involve shortlisting for interview depending on applications. After selection, PLVs undergo orientation/induction and periodic refresher trainings, and identity cards are issued upon successful completion of training (typically with one-year validity, renewable based on suitability).

Job-listing summaries for this specific DLSA Darrang drive also indicate a process of shortlisting followed by walk-in interview and training, with interview dates generally notified later on the official district judiciary site.
