Rajiv Gandhi National University of Law (RGNUL), Punjab, was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law, Punjab Act, (Punjab Act No. 12 of 2006). The Act incorporated a University of Law of national stature in Punjab, thereby fulfilling the need for a Centre of Excellence in legal education in the modern era of globalization and liberalization. The University has been ranked among the top 10 law schools in India in the National Institutional Ranking Framework (NIRF), by the Union Ministry of Human Resource Development, Government of India.
About The Centre For Advanced Study In International Humanitarian Law (Cash)
Centre for Advanced Study in International Humanitarian Law (CASH) is an esteemed Research Centre of Rajiv Gandhi National University of Law, which is dedicated to research in the field of International Humanitarian Law (IHL). It aims to ensure that future leaders and opinion-makers understand the practical relevance of the subject of IHL and have a thorough knowledge of its basic principles. Whenever there are serious and large-scale violations of IHL, it is important to find out exactly where the problem lies rather than rushing headlong into changing the rules, especially as nowadays, this is an extremely arduous, costly and unpredictable process. Therefore, the first and foremost function is to sensitize teachers, researchers, and students about the provisions of the IHL so that they may choose IHL as the focus of their future research endeavors. It is known for its cutting-edge research in the field of International Humanitarian Law and International Criminal Law.
About The Course
The Centre for advanced Study in International Humanitarian Law (CASH), RGNUL is organizing a certificate course on International Humanitarian Law, in collaboration with the Internal Quality Assurance Cell (IQAC), RGNUL with an aim of encouraging students from various fields and academicians with the relevance of International Humanitarian Law.
The Objective of the course of international humanitarian law is to make students understand that IHL does not stop the war although it limits the effects of war. It covers two areas:
- The protection of those who are not, or no longer, taking part in the fighting.
- Restrictions on the means of warfare – in specific weapons – and the methods of warfare, such as military tactics.
Theme Of The Course
The theme for the course is “Relevance of IHL in the contemporary world: Issues and Challenges”.
The perceived applicability of international humanitarian law for both State and non-State actors in current conflicts faces numerous challenges due to the evolving nature of warfare in the 21st century. This problem includes ambiguity in the definition of violent conflict, the shifting nature of the actors involved, problems with asymmetric warfare, difficulties with negative reciprocity, and a restricted capacity for dialogue with all parties to conflict and is detrimental to the overarching goal of IHL.
In today’s war-torn world when international peace organizations are virtually getting paralyzed due to the growth of centralist powers and changing power dynamics, the need for robust and effective IHL implementation mechanism is an absolute necessity. With this event, the CASH aims to instill awareness about the ethos and guiding principles of IHL among the future generations of leaders, academicians, and officers.
Evaluation Criteria
- After the completion of the entire course, students shall receive the mandatory MCQ
- assignment. Only students who have attended all three lectures and completed the assignment will be eligible for the certificate
