About DGTR

The Directorate General of Trade Remedies (DGTR) is an office attached to the Department of Commerce (DoC) that conducts trade remedial investigations before recommending imposition of duties to the Central Government’s Ministry of Finance, Department of Revenue.

As the single national authority responsible for all trade remedial investigations, DGTR administers anti-dumping, countervailing duties, and safeguard measures under the framework of the WTO Agreements, Customs Tariff Act 1975, relevant rules, and international agreements in a transparent and time-bound manner.

DGTR aims to provide a fair and level playing field to the domestic industry against the adverse impact of unfair trade practices like dumping and subsidies on imported goods from any exporting country.

In addition, DGTR offers trade defense support to Indian exporters and the domestic industry dealing with trade remedial investigations initiated against them by other countries.

About the Job Opportunity

Considering the expected surge in trade and commerce volume in India during the current decade, it is crucial to reinforce the existing mechanisms for trade remedial measures and defense available to DGTR. To fulfill this need, DGTR is searching for top-notch professionals in the fields of law, accountancy, and economics to serve as Individual Consultants for the positions of Young Professional and Consultant Grade-I on a contractual basis.

Tenure

Individual consultants will be hired for a predetermined duration of two years, with the possibility of extension for one year at a time, up to a maximum tenure of five years (2+1+1+1). During this period, the consultants are expected to deliver top-notch services in line with the needs of DGTR.

Nature

The individual consultants will be engaged on a full-time basis and are expected to dedicate their full attention and expertise to DGTR. During their engagement period, they will not be allowed to take up any other assignments. It’s important to note that the engagement of individual consultants is temporary, and DGTR reserves the right to cancel their engagement at any time, without any obligation to provide a reason for doing so.”

8 (For Young Professionals: Law)

Educational Qualifications

  • Essential– Master’s Degree in relevant subject or LLB or CA or ICWA or possessing any Professional Degree eamed after a study of 4 years or more acquired after 10+2.
  • Desirable- Candidates having M.Phil., LLM, Ph.D, additional qualifications, research experience, published papers and post-qualification experience in the relevant field would be preferred.

Experience, Age Limit & Remuneration

  • Young Professional: 1 Year of Experience; Age Limit: 32 Years; Remuneration: Rs. 70,000 (to remain fixed for a period of two years)
  • Consultant Grade I: 3-8 Years of Experience; Age Limit: 45 Years; Remuneration: Rs. 80,000-1,45,000 

*Experience includes upto 3 years for Ph.D. holder, provided no work experience is counted during those 3 years.

Selection Process

  • The selection process ol the lndividual Consultants will be in accordance with the provisions contained in GFR 2017 under Rules 177-196 and Chapter 7- Selection oflndividual Consultant/Services Provider (.paras 7.1. and 7.2) and Chapter-6 (para 6.5) of the Manual lor Procurement for Consultancy and Other Services 2017.
  • The applications received will be placed belore a Screening Committee to be constituted with the approval of DG, DGTR.
  • The Screening Committee will shortlist the applicants and recommend a panel of at least three (3) eligible candidates per vacancy.
  • The panel of such shortlisted applications will be placed before the CEC.
  • The CEC may devise its own method lor selection of suitable candidates as per the requirement. The CEC may recommend a panel of names for keeping in reserve with validity of one year from the date of such recommendation’
